How Does Cutting Funds To Medicare, Help Fund Obamacare?

This thought is about as stupid as Carbon Credit.
Cut 400 billion in funds to Medicare to help pay for Obamacare, this only works if the Democrats in congress are plotting on essentially letting the elderly, currently on Medicare die from lack of care, otherwise there is no savings.
Is there any other way cutting Medicare funds could fund Obamacare?

They want to cut $400 billion from basic care but throw away another $80 billion on more prescription drugs. This doesn’t make any sense.
The emphasis on prescription drugs is weakening the effectiveness of Medicare as an insurance program on which the elderly can rely.
